First, the IRS sends you a notice for a certain reason. For example, IRS might concern about a specific issue on your federal tax return or tax account. A notice might tell you the changes to the tax return or ask you for more information. It could also inform you of unpaid taxes. Or it says you are due a larger or smaller refund.

Different notices contain different information. What you need to do is to read carefully and respond accordingly. For instance, if you get a notice stating a change or correction to your tax return, you then need to review the information in the notice and compare it with your original return.

If the notice just informs you of something, like changes to your tax return, you usually do not need to reply. But if you disagree with the correction, you have to send a reply. Just write a letter to explain why you disagree, plus any information and documents you want the IRS to consider. Similarly, when it requests you to make a payment or send additional information, you also need to respond. You shall mail your reply with the bottom tear-off portion of the notice, to the address in the upper left-hand corner of the notice. It usually takes at least 30 days for a response from the IRS.
